Germany Dramatically Expands Military Spending: Berlin Prepares for a New Era of European Security

One of the most widely discussed developments surrounding Germany is the statement by German Foreign Minister Johann Wadephul that the country’s defense spending will exceed 4% of GDP in 2026, with Berlin aiming to eventually approach the 5% level. For modern Germany, such figures would have seemed almost unimaginable only a few years ago.

This is not simply an increase in the defense budget. In reality, Germany is gradually beginning to revise the entire philosophy of its post-World War II existence. For decades, Berlin built its national model around economic strength, cautious diplomacy and the minimization of its military role in global affairs. German political culture after 1945 was deeply shaped by historical fears associated with militarization.

The current geopolitical era, however, is radically transforming that framework.

The war in Ukraine, growing instability surrounding Russia, tensions within NATO, escalating crises in the Middle East and rising doubts about the long-term reliability of American security guarantees are all pushing Germany toward an entirely new strategic role inside Europe.

The return of Donald Trump has intensified these concerns significantly. Within German political and expert circles, discussions are increasingly focused on the possibility that Europe can no longer fully depend on the American security umbrella in its previous form. As a result, Berlin is accelerating preparations for a scenario in which European states may need to assume far greater responsibility for their own defense.

Against this backdrop, Germany is not only increasing military expenditures but also rapidly deepening defense-industrial cooperation with Ukraine. Wadephul also stated that Berlin intends to expand joint weapons production and defense technology projects with Kyiv.

For Europe, this represents a historic turning point.

Germany spent decades deliberately avoiding the image of a major military power. Today, however, Berlin is gradually transforming into one of the central military and strategic actors on the European continent.

This transformation is generating a mixture of anxiety, caution and enormous interest across the European Union itself.

In many ways, Europe is entering an era in which Germany will no longer function solely as the economic engine of the continent, but increasingly as one of the core pillars of a new European security architecture.
